Pikes Peak Metropolitan Community Church BYLAWS
Effective November 5th, 2006
ARTICLE ONE: NAME
The name of this Church shall be Pikes Peak Metropolitan Community Church,
Incorporated (PPMCC) of Colorado Springs, CO.
ARTICLE TWO: AFFILIATION
This Church shall be affiliated with the Universal Fellowship of Metropolitan
Community Churches (UFMCC), in accordance with the charter of the Church and
as incorporated under the laws of the State of Colorado and shall actively support
and participate in the ministry and programs of the UFMCC.
ARTICLE THREE: PURPOSE AND CORE VALUES
PPMCC provides reconciliation, healing and hope through the Gospel of Jesus
Christ for all people, with a primary outreach to the gay, lesbian, bisexual,
transgendered community and their family and friends by:
- Celebrating an inclusive Christian Spirituality which respects the diversity of
- Experiencing God’s presence through authentic worship and meaningful
- Experiencing compassionate, challenging preaching and teaching that
encourages spiritual growth.
- Fostering a culture that encourages deliberate outreach by our community.
- Embodying the example of Christ by participating in justice work for all the
ARTICLE FOUR: DOCTRINE, SACRAMENTS, RITES
PPMCC affirms the doctrine, sacraments and rites as provided for in the Bylaws of
UFMCC and proclaims:
A. Statement of Faith
Christianity is the revelation of God in Jesus Christ and is the religion
set forth in the Scriptures. Jesus Christ is foretold in the Old
Testament, presented in the New Testament, and proclaimed by the
Christian Church in every age and in every land.
Founded in the interest of offering a church home to all who confess
and believe, the Universal Fellowship of Metropolitan Community
Churches moves in the mainstream of Christianity.
Our faith is based upon the principles outlined in the historic creeds:
Apostles and Nicene
Trinity: In one triune God, omnipotent, omnipresent and omniscient,
of one substance and of three persons: God, - our Parent-Creator;
Jesus Christ, the only begotten son of God, God in flesh, human; and
the Holy Spirit, - God as our Sustainer. (1 John 5:7; Genesis 1:26;
Matthew 3:16-17; Luke 1:35; Isaiah 9:6; Hebrews 3:7-11)
Holy Bible: That the Bible is the divinely inspired Word of God,
showing forth God to every person through the law and the prophets,
and finally, completely and ultimately on earth in the being of Jesus
Christ. (II Timothy 3:16; II Peter 1:20-21; Proverbs 30:5; Romans
16:25-26)
Jesus Christ: That Jesus...the Christ...historically recorded as living
some 2,000 years before this writing, is God incarnate, of human birth,
fully God and fully human, and that by being one with God, Jesus has
demonstrated once and forever that all people are likewise Children of God, being spiritually
made in God’s image. (John 1:1, 14, 20:28; I Timothy 3:16; Isaiah 9:6; Philippians 2:5-6; I
Timothy 2:5)
Holy Spirit: That the Holy Spirit is God making known God’s love and
interest to all people. The Holy Spirit is God, available to and working
through all who are willing to place their welfare in God’s keeping.
(John 14:16-17, 26; 15:26; Acts 2:4)
Grace: Every person is justified by grace to God through faith in Jesus
Christ. (Ephesians 2:8-9; Galatians 2:16, 3:8)
Salvation: We are saved from loneliness, despair and degradation
through God’s gift of grace, as was declared by our Savior. Such
grace is not earned, but is a pure gift from a God of pure love. We
further commend the community of the faithful to a life of prayer; to
seek genuine forgiveness for unkind, thoughtless and unloving acts;
and to a committed life of Christian service. (John 3:16; Romans 10:9-
10; Acts 16:31)
The Church: The Church serves to bring all people to God through
Christ. To this end, it shall arrange for regular services of worship,
prayer, interpretation of the Scriptures, and edification through the
teaching and preaching of the Word. (Ephesians 1:22-23; 2:19-22;
Hebrews 12:23; John 17:20-23)
This Church embraces two holy Sacraments:
- Baptism is by water and the Spirit
- Holy Communion is the partaking of blessed bread and fruit of the vine
in accordance with the words of Jesus.
The Rites of the Church as performed by its duly authorized ministers shall
consist of the following:
- The Rite of Ordination
- The Rite of Attaining Membership in the Church
- The Rite of Holy Union/Rite of Holy Matrimony
- The Rite of Funeral or Memorial Service
- The Rite of Laying on of Hands
- The Rite of Blessing
ARTICLE FIVE: GOVERNMENT
This Church acknowledges the Holy Scriptures as its guide in faith and discipline, as
interpreted by the Holy Spirit through reason, faith, and individual conscience. The
government of this Church is vested in the congregation through congregational
meetings, the Board of Directors and the Pastoral Staff, subject only to the
provisions of these Bylaws, the Articles of Incorporation, and the Bylaws of the
UFMCC.
- Senior Pastor: this Church shall abide by the provisions for the duties,
privileges and discipline of the Senior Pastor as stated in the Bylaws of
the UFMCC. The Senior Pastor shall be one legal signatory on official
Church business. In the event of a vacant pulpit, the vice moderator
assumes the administrative duties of the Senior Pastoral Office with the
exception of any right, duty, or privilege which pertains strictly to a
licensed or ordained minister until an Interim Pastor/Interim Pastoral
Leader is appointed by the Regional Elder.
- Staff Members: The Senior Pastor hires, directs and dismisses staff with
approval of the Board of Directors after review of qualifications of staff
member candidates. The Senior Pastor designates staff with approval of
the Board of Directors.
B. BOARD OF DIRECTORS (BOD)
This Church shall abide by the general provisions for the duties, discipline,
and privileges of the Board of Directors as specified in the Bylaws of the
UFMCC.
- Number of Members: PPMCC shall have a Board of Directors comprised of from six (6)
to ten (10) members, which includes the Senior Pastor. The number of lay members
shall be determined in accordance with the number of active members being reported
to UFMCC for pension assessment purposes, as follows:
Active Members Lay Members
- The Lay Members of the Board of Directors shall hold office for a term of
three (3) years. Terms will be staggered.
- The Board of Directors shall have charge of all matters pertaining to the
Articles of Incorporation, Church property, finances, and the physical
affairs of the Church. The Board of Directors shall have responsibility for
collecting and disbursing funds, keeping adequate Church records, and
making reports available to the local congregation of this Church, to the
Regional Elder and to the UFMCC. The Board of Directors is responsible
to the congregation of this Church for all of its actions and duties.
- The Board of Directors shall, with the Senior Pastor, draft and sign an
employment agreement with the Senior Pastor, which shall specify
expectations and compensation as deemed necessary, and in accordance
with UFMCC Bylaws. The Board of Directors shall, with the Senior
Pastor, draft and sign an employment agreement with the staff member
which shall specify compensation as deemed necessary and in
accordance with UFMCC Bylaws.
- Regular meetings of the Board of Directors shall be scheduled by the
Board of Directors. Special meetings may be convened upon the request
of any member of the Board of Directors. A simple majority of the Board
of Directors must be present to conduct business. Closed session
(consisting of the BOD and others as appropriate) may be held for the
discussion of personal/personnel matters.
- The Board of Directors will elect the Moderator, Vice Moderator, Clerk,
Treasurer, and whatever other officers it deems appropriate from among
the members of the Board of Directors. The Senior Pastor shall not serve
as Treasurer.
- Members of the Board of Directors will abstain on votes that present a
- No Pastoral Staff Member, or Pastoral Staff member candidate, or their
spouse/significant other shall serve as a member of the Board of Directors.
- No Board of Directors Member may serve on the Board of Directors
concurrently with a spouse/significant other.
C. Lay Delegate(s) and Alternate Lay Delegate(s)
- PPMCC adheres to UFMCC Bylaws concerning the election of Lay
Delegate(s) who will, in good faith, represent PPMCC at General and
Regional conferences in accordance with the decisions, directives, and
will of PPMCC. One Alternate Lay Delegate per Lay Delegate will be
elected to serve in the event that the Delegate(s) is unable or unwilling
to attend.
- No Licensed UFMCC clergy, candidate for licensure, or candidate for Staff
shall serve as a Lay Delegate or Alternate Lay Delegate.
ARTICLE SIX: MEMBERSHIP
This Church shall abide by the general provisions for the requirements
and discipline of members and friends, as specified in UFMCC Bylaws, with the following
items of local option:
A. Membership in this Church is open to persons 16 years of age or older upon
completion of the Membership Class.
B. Youth Membership is open to minors under 16 years of age upon completion
of the Membership Class and with written custodial/parental permission.
Youth Members are not eligible to vote and are not counted in reporting to
UFMCC.
ARTICLE SEVEN: CHURCH SERVICES
Worship services are held in accordance with UFMCC Bylaws.
ARTICLE EIGHT: CONGREGATIONAL MEETINGS
PPMCC shall hold congregational meetings during the fourth (4th) quarter of the
calendar year. A special congregational meeting may be called by the Board of
Directors or by a petition of twenty-five percent (25%) of the Members in good
standing. Meetings will be conducted according to parliamentary procedure.
ARTICLE NINE: CHURCH FINANCES
PPMCC shall abide by the general provisions for Church finance as set forth in
UFMCC Bylaws with the following items of local option:
All accounts require a minimum of two (2) signatures to withdraw funds, both
of which must be members of the Board of Directors. The Senior Pastor may
distribute monies from the benevolence fund at their discretion.
Ministry heads may spend within their budget up to the predetermined limit
per purchase, contingent upon fund availability. Purchases above the
predetermined limit must be approved by the Board of Directors.
ARTICLE TEN: CHURCH PROPERTY
PPMCC adheres to the UFMCC Bylaws concerning local Church property. This
body names the UFMCC as the successor 501 (C) (3) corporation designated to
receive the Church's property in the event of the dissolution, abandonment,
or disaffiliation of this local Church.
ARTICLE ELEVEN: RESERVATION OF POWERS
Any powers not specifically Delegated by these Bylaws, UFMCC Bylaws, or the
Articles of Incorporation are left to the Membership.
ARTICLE TWELVE: ADOPTION AND AMENDMENTS OF BYLAWS
These Bylaws become effective upon a two-thirds majority vote of the active
Membership present and voting at a special or regular congregational
meeting. They repeal and supersede any previous Bylaws approved by this
Church, as well as superseding any action previous to the date of approval by
the Board of Directors that contradict these Bylaws. These Bylaws may be
superseded by the Bylaws of the UFMCC.
Proposed amendments shall be submitted in writing to the Bylaws Ministry 45
days prior to any regularly scheduled congregational meeting. Approval of any
amendment(s) requires a two-thirds majority vote of Members in good
standing present at the congregational meeting.

STANDARD OPERATING PROCEDURES OF PPMCC
I. Membership
A. A member in good standing is one who demonstrates faith through attendance, financial
support and/or service in ministry.
B. The Local Administrative Body (LAB) will review the membership rolls at least annually.
II. Congregational Meetings
A. Congregational meetings are conducted according to parliamentary procedure.
B. A simple majority of members in attendance is required to pass a motion.
C. A quorum is defined as 25% of the members in good standing.
III. Local Administrative Body (LAB)
The Local Administrative Body is responsible for all matters pertaining to the Articles of
Incorporation, Church property and the finances of the Church. LAB Members are elected by the
congregation to serve a term of three (3) years.
A. Qualifications of LAB Members
To serve on the LAB, an individual must:
1. Be a member in good standing of PPMCC for at least twelve (12) months prior to being
elected.
2. Show spiritual sensitivity by demonstrating love for the Church and an awareness of the Church's needs
as defined by the congregation.
3. Acknowledge the witness of the congregation and accept the decisions of the congregation
as the witness of the body of Christ.
4. Desire that the people of the Church are represented, that people's needs are met and that
God's will is foremost in her or his decision making process.
5. Be a team member who works for the common good of the Church by:
a. Being sensitive to other's opinions;
b. Refusing to support special interest group agendas at the expense of the common good;
c. Volunteering to carry an equal share of the work of the LAB.
6. Dedicate themselves to fulfilling the mission of the Church as established by the
congregation.
7. Be persons of spiritual mind and outlook, lead lives of integrity, honesty and Christian
ethics, and support the work of the Church through faithful service, regular attendance and
verifiable and consistent financial giving.
B. Prerequisites: A Prospective Local Administrative Body Member must:
1. Attend the class "Creating and Maintaining a Healthy Church" or a similar approved class.
It is to the LAB Member's advantage to take this training prior to being elected. If this is
not possible, it must be completed within the first six (6) months of their first term.
2. Attend at least one (1) LAB in the year prior to the LAB election in which they are
running.
C. Responsibilities of the Local Administrative Body.
1. Oversee the collection and disbursement of funds in accordance with the Bylaws of
UFMCC and PPMCC and the principles of good stewardship as set forth in God’s Word.
2. Serve as a signatory on all church accounts.
3. Oversee fundraising activities.
4. Keep adequate records of Church finances and membership rolls.
5. Report LAB decisions to the congregation, Region and the UFMCC
as necessary and appropriate.
6. Serve on the Pastoral Search Committee in the event of a vacant pulpit.
7. Oversee the development and review of the Church budget.
8. Review the Church Bylaws and tax-exemption papers periodically.
9. Fulfill all Internal Revenue Service and state non-profit organization reporting
requirements.
10. Execute and oversee all contracts, insurance policies and all other legally binding
documents.
11. Ensure that all policies, contracts and procedures are in compliance with the Bylaws of
UFMCC, the Region and this local Church body.
12. New LAB terms begin in January. During the time from elections
to the beginning of a new LAB Member’s term, the newly elected LAB Member(s) are
encouraged to attend all LAB meetings.
13. Oversee all other things necessary for the management of the Church's business.
Local Administrative Body Members may be granted leave of absence for up to two months at
the discretion of the LAB.
Local Administrative Body Members will attend all scheduled LAB meetings. The LAB will
address excessive absences.
F. Local Administrative Body Meetings
1. Regular meetings are held at least once a month and will be announced at least one week in
advance.
2. Proxy votes are not allowed at LAB meetings.
3. Motions require a majority vote to pass. This must be a majority of the whole Local
Administrative Body.
4. In the case of an emergency, an officer may poll the members of the LAB by phone or
email. Vote is by majority of the whole LAB, not just those contacted.
5. The LAB may call a special meeting without the Senior Pastor for
purposes of evaluation and celebration.
6. Meetings are conducted according to parliamentary procedure.
